That is why they place stalls and walls between the sit down toilets. The issue is, is this a place where people have the right to expect privacy to have sex, do drugs, write humorous limericks on the walls etc. The answer is "no." But this one is definitely a stretch. I mean, it's called a <strong>public</strong> restroom, not a private one.
